The purpose of this study is to analyze the articles published in the journal Estudos em Avaliação Educacional (EAE) that deal with the program evaluation and policy analysis in educational settings. The selection of the manuscripts was carried out between 1990 and 2019 and the analysis of the studies was based on a theoretical-conceptual framework previously defined on program evaluation and policy analysis. As a result, the following were identified: a) studies in the policy analysis area showed difficulties related to the lack of consensus on specific concepts and theoretical frameworks that support the investigations carried out; b) research in the field of evaluation had significant growth from 2012, although it wasn’t followed by greater investment in the theoretical- -methodological development of the area; and c) most evaluations use qualitative approaches and, as in the case of policy analysis papers, focus on some cases which are the basis of statements about the effectiveness of the programs.
