Educational evaluation has become one of the central categories in the development of educational policies. This article analyzes the discourses that have influenced the direction of educational evaluation in the municipal school network of São Paulo, from 1990 to 2016. Based on the theoretical and methodological assumptions developed by Stephen Ball, we analyzed interviews with 12 of the main actors of educational policies of this school network. We concluded that, even with occasional resistance and denial, this school network has adopted a discourse of neoliberal bias, reducing the conception of education and evaluation only to the need for improvement in the results of external tests.
