The present paper analyzes the organization of the school network in Fortaleza, Ceará, from 1996 to 2019. The study is quantitative, descriptive, and explanatory in nature, based on data obtained from the state and municipal education departments, from the school census and Índice de Desenvolvimento da Educação Básica [Basic Education Development Index] of the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira [Anísio Teixeira National Institute of Educational Studies and Research]. The analysis shows that the municipal network has been through two instances of reorganization: the first one is associated with the municipalization process of elementary education and the second, with the specialization of schools in offering a single segment of elementary education related to large-scale evaluation policies and accountability mechanisms, implemented in elementary education in Ceará.
