This article presents a historical retrospect of the evaluation practices carried out in the state of Ceará. The review is based on pioneering actions developed in the 1980s aimed at improving educational programs, such as the Program for Expansion and Improvement of Education in Rural Areas and the National Basic Education Assessment System. These federal actions boosted the creation of state and municipal educational assessment mechanisms. Among these actions, there is the first state system of educational evaluation: the Permanent System of Evaluation of Basic Education of Ceará which was the cornerstone to develop several municipal projects for educational evaluation.
