This paper investigates and analyzes the in-school and out-of-school factors that influence the performance of secondary school students, according to the type of school network. Based on the concept of school effectiveness, the multivariate multilevel modeling methodology was applied to educational data from the Sistema de Avaliação da Educação Básica [Basic Education Assessment System]. The results showed that federal schools had the highest performance and school effect in this assessment and that factors at student and school level have an impact on learning. We also analyze and discuss aspects of the quality of these schools vis-à-vis other education networks, using indicators and measures of effectiveness, including the Índice de Desenvolvimento da Educação Básica [Basic Education Development Index].
