This paper analyzes Goal 19 of the Plano Nacional de Educação [National Education Plan] and the federal government’s complementation to the Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação [Fund for the Maintenance and Development of Primary Education and Valorization of Education Professionals]. To do this, a literature review on the subject was carried out. It used data from this goal and the conditionality of the complementation, related to democratic management, pointing out the effects of this conditionality in selected municipalities in 2023. The results point to conflicts in the conception of democratic management in the two norms and difficulties for managers to comply with democratic management when filling in the information in the system, compromising the receipt of this complementation. We stress the need to re-establish and align the principle of democratic management in all education standards.
