During the period in which the new Plano Nacional de Educação [National Education Plan] is being discussed, and considering that studies of the implementation of municipal education plans can shed light on this process, we present results of a documentary research on how the public administration of Castro Alves, Bahia, has been implementing Goal 1 of its Plano Municipal de Educação [Municipal Education Plan]. Employing a top-down approach, we analyzed the legal framework and records on early childhood education (2014 to 2021). Like other entities, the municipality of Bahia did not achieve the established goals, and there is no evidence of strong intersectoral action or social participation. However, there have been advances in curriculum development and structuring of early childhood education provision. Finally, we provide eight recommendations for formulating the next plan.
