This article presents the results of a study aimed at analyzing early childhood education actions within the scope of public policies designed to implement compulsory school enrollment for children aged 4 and 5, from 2010 to 2019, across a sample of seven municipalities in Rio Grande do Sul. Methodological procedures included literature review, survey of demographic and educational data from official portals, and document analysis. Based on the indicators of Goal 1 of the current Plano Nacional de Educação [National Education Plan] (PNE), findings indicate that preschool universalization has not been achieved in these municipalities. The pressure to expand preschool may have impacted the development of daycare services, with a low probability of achieving the target percentage of daycare access by 2024.
