This paper discusses Goal 3 of the Plano Nacional de Educação [National Education Plan] (PNE) 2014-2024, which refers to high school education, and the federal public policies implemented for this stage of schooling. A documentary research was conducted on laws, ordinances, and resolutions, as well as databases and monitoring panels from the Ministry of Education. A theoretical framework on governance was established, followed by an analysis of the results. The five high school policies implemented with financial resources did not focus on increasing enrollment rates or reducing dropout rates, the main objectives of the Goal. In light of the failure to achieve the Goal, this paper recommends governance for each Goal of the new PNE and mechanisms to ensure that federal policies are directed toward the defined Goals.
