In this article, we propose an analysis of the design of Rede Cegonha and the response to the Zika virus epidemic from the perspective of health policies for women in Brazil. We built this analysis in the light of a triad of factors that influence the design of public policies: the mobilization of transnational narratives; the intersectionality of the social determinants of health and the mobilization of civil society, particularly the women's and feminist movements. Through documentary research and interviews, we reconstructed the trajectory of health policies for women and discussed the transnational dimension present in these policies, which is still little considered by the literature when we analyze the cycle of these policies, especially concerning the narratives presented by governments and civil society.
