Resumen

The paper discusses the tree major challenges facing those responsible for defining secondary school policies: the challenges of expansion, quality and those derived from the overlapping missions of secondary school, i.e., to educate the youngsters for life, for work and to prepare them for post-secondary education. The analysis suggests the need to diversify secondary school programs and curricula in order to make them relevant and attractive to the majority of the population, and thus allow the expansion with quality. The analysis of the international experience undertaken in the second part, particularly that of industrialized OECD countries, reinforces the importance of dealing simultaneously with policies related to diversified curricula, exams and rules of access to postsecondary education. The third part of the paper establishes the background necessary for an informed policy debate about secondary education. Such informed debate should include topics such as the improvement of primary education, curriculum diversification, evaluation policies, rules of access to post-secondary education and financing, in order to make it feasible to expand the system while maintaining minimum quality standards. The paper concludes by presenting a number of suggestions for government policy and private sector initiatives. More than enacting new laws, rules and norms, secondary education needs a simpler normative framework, adequate financing, incentives for variety, clear evaluation policies articulated with access to higher education and a stronger participation of the private sector in the formulation and implementation of mechanisms for occupational certification.
