Resumen

BARRETO, Márcia Simões Linhares. Políticas públicas: a necessidade de uma visão de totalidade em oposição a uma visão reducionista e fragmentada. Ensaio: aval. pol. públ. educ. [online]. 1995, vol.03, n.09, pp.411-420. ISSN 0104-4036.

With the advent of globalization at the end of this millennium, the policy that advocates the minimal State and emphasizes the free market - the neo-liberalism - searches for expansion, based on the current scientific technological revolution that now intends to grow independent of State's regulations. Taking the "global change" as a transdisciplinary concept; research is more and more necessary to delineate the revealing path not only to the social and human sciences but also to others co-participants, objectivating a synchronic interdependence. We intend to call attention to this possibility. Our objective is to discuss schizophrenia as a product of the division of the world in two forces absolutely opposite but equally powerful: the task of globalization that summons us and, on the other hand, the phantom of the prevailing fragmentation; that is not responsible for the supposed globalization by interdependence as it is spread about; but for the competitiveness engendered by the characteristic logic of the capitalism in its search for profit. The positions that are exposed involve the concepts of a "Just Society", of Values and of Human Ecology, and they also take into account the cognitive aspects of education.
