The aim of this Master of Science thesis is the evaluation of the public school network of Niterói - RJ, in particular its spacial distribution and its capacity offered by using civil Engineering systems methodologies. The mathematical model used was the incapacitated p-median model, by adopting the basic hypothesis that the student goes to the school which is the nearest to his/her home, such as that at a macroscopic level the ideal location is one that minimizes the distances covered by the total number of students. The study concludes that the current distribution of public school in Niterói is satisfactory, but it identified some areas where the school capacities must be revised to more or lower. The research also analyzed the proposal of the ideal location of the school network; these are, however, not stated mainly by massive presence of students from other municipalities in the Niterói school network, estimated in 14.953 people, that invalidates the criterion home-school neighborhood and would require accurate knowledge of this flaw which has diversified motivations.
