Evaluation of public universities is a problem of considerable complexity. This paper intends to pursue a quantitative approach to Universidade Federal do Rio de Janeiro - UFRJ, the main Brazilian Federal University. Some special emphasis is given to the "Budgetary Process" of UFRJ since it is the "core" of the internal economy of this organization. The assessment of universities is a hard task because their operations are guided by multiple and general objectives, as well as by multiple inputs and outputs. A important feature of this paper is that the yardstick for efficiency is not a theoretical concept or an ideal but rather the achievement of comparable decision making units (DMUs). The approach for comparative efficiency is the nonparametric programming method of Data Envelopment Analysis (DEA). DEA constructs a efficiency frontier based on the distance of the best-practice DMUs from the rest. The ranking of DMUs is one DEA's remarkable result. The best way to test for internal operational inefficiency is conduct our studies as dose as possible to the "micro" level. Since the "macro" level should not be neglected a digression on the context of the Brazilian Federal Universities - IFES is provided.
