Abstract

The theme on the autonomy of the Federal Institutions of Tertiary Education has extremely priority in the Brazil's State reform agenda. A proposal of autonomy is already being discussed in the Brazilian National Congress, having as main parameters the regulation of the didactics-scientific autonomy, of the managerial autonomy and of the financial and assets management. The article examines the major aspects of this proposal which imply changes in the way Federal Institutions of Tertiary Educations are run and highlights some difficulties for the autonomy implementation. In relation to changes in the management way, the article highlights the "norm self-regulation" and self-management to rule the didactics activities and generate own norms to manage human, material and assets resources; the periodical appraisal of the activities; and the possibility of lasing the university status. On the autonomy implementation difficulties, the article discusses - among others - the non-suitability of present managerial procedures and of informal internal schemes to face the increasing managerial complexity; the non-existence of a set of internal indicators to appraise performance which contemplates the extreme differentiation of academic units; the institutionalization of the appraisal practice so as to be regarded as a mandatory tool to planning; the creation of a new mentality in the decision making process which promotes learning by questioning the already established and - in accordance to the appraisal - establishes new ways; the articulation of the vast net of collegiate groups and commissions present in the institutions, and the change in the focus of analysis and spending justification which will cease to be the one of the budgetary management in order to be the one of the financial management.
