This text intends to build an argumentation in order to focus on the relationship between education and the political model established in Brazil after 1822, taking into consideration the theses of Liberalism as the ideology giving support to political orientations, and the essential relationship, in the ideological plan, between State and education as well. It concerns, particularly, to the Additional Act of 1834, that attributes, in Article 10§ 2nd, competence to the counties to legislate on the public education, in the specification of primary and secondary school. On the some hand, it concentrates on both the subject of private competence and of concurrent competence in educational politics and the consequences of the application of the referred Act. It also intends to unveil Central Government favoring of private competence and the absence of a political will towards implementation of a national educational system.
