The article analyses the reform carried out by Fernando de Azevedo in the Federal District in 1927-1928, a period when the working class showed itself as a social player of considerable importance in the Capital. It has as its objective that in showing labour and professionalism as dimensions to be treat by the school, the Reform Fernando de Azevedo had a political aim: to place the school at the service of the State, to be viewed as an instrument of "regulated citizenship".
