The current Brazilian government has been making efforts to reform the Brazilian state, reducing its size and areas of involvement, creating a great opportunity for the privileged action of the market. One of the major emphasis of this public administration reform is the public university reform. One proposal made by the government is changing the present federal universities to private universities, under the legal form of the so-called Third Sector Social Organization. According to the Brazilian government, the social organizations would be public institutions, however they won't be controlled by the state, they won't be profitable, but they will be legally private, dedicated to the accomplishment of social nature objectives. The university should be run by an administration council under the control of an administration contract in order to bring quicker decisions toward a suitable institution development. The article deals with the specific characteristics of Social Organizations pertained to the government proposals, and also the general and specific characteristics of the university, acclaimed by the universal literature on administration. The article also tries to highlight the incompatibilities -in the Brazilian cultural and political context - between the proposed Social Organizations characteristics and the actual demands, which are set by the university characteristics on one hand, and by the effectively public and autonomous nature (free from political party dominations) the present federal public universities must keep on the other hand so as to fulfill its fundamental and inherent social mission.
