The present paper proposes a review of the concepts used by Andriola (1998) in the model 3ER, among them we stand out efficiency, efficacy, social effectiveness and employment. Those concepts are adopted by the Secretariat of Professional Formation and Development (SEFOR) from the Work Ministry (MTb) and give directions to the process of evaluation of the State Programs of Professional Qualification (PEQ's). Changes in the efficiency and efficacy are proposed, and new concepts of functionality and quality are presented, components of a new theoretical and orienting model of the PEQ's evaluation process.
