This article analyses the access to Federal Technical Schools by an elite and points out the experience carried out in the early 1990s by the Federal Technical School of Rio de Janeiro - currently named CEFET, about the development of preparatory technical courses. Its major goal was to widen the enrolment of students coming from Rio de Janeiro public schools. This case study discusses the democratization or the technical courses used to justify the Technical Education Reform - Decret n° 2208/97 that of focuses the distinction between technical education and secondary school.
