Abstract

This article examines the Brazilian public policies oriented to education financing at the local level. It took into account the descentralization of the educational process that started in the second half of the 80´s and it deepened in the nineties. The main conclusion is that FUNDEF must be reformulated in order to (i) supersede a cultural model historically excludent and infer (ii) toke it into account the different levels and modalities of basic education; and (iii) to value teacher´s careers. Nevertheless, the exchange in the operational mode of education financing could not be seen, this mere transfer of funds, as more important thon the social-political relationship in the country. Quite on the contrary, FUNDEF is only o managerial arrangement (even if FUNDEF were created) and has no social relations regulatory powers.
