In the Brazilian reality, the proposal of the construction of an inclusive educational system is supported legally and in theoretical principals based on democratic ideas of equality, equity and diversity. However, very often, the inclusive practices become distant from the theoretical and legal proposals. Thus, in this article, we have the objective of discussing aspects related to the outline of public policies of educational inclusion, considering the politicy- administrative actions and the ones with pedagogical character. We put in debate the difficulties in apprehending the intersectional character of the educational process, the concept of inclusive education, as well as the difficulties in materializing the non-excluded pedagogical practices for the transformation of the educational context, not only about the theoretical conceptions but also about the operational actions to search for the establishment and implementation of an inclusive system.
