This study focuses on the elements of federalism, particularly the issues regarding education, and examines the weaknesses in the Brazilian system that undermines the decentralization and autonomy of federated entities. More specifically, it evaluates the implementation of the national minimum wage for teachers in the city of Itabuna, Bahia. The overall purpose of this evaluation is to determine the potential financial and administrative problems that can arise from this type of national policy, which is designed to improve the financial position of primary-education teachers. For this purpose, statistical and descriptive methods are used to review the variables related to educational funding and government expenditure. The results indicate the need to redesign the financial recognition of teachers, given the characteristics of current public education funding and the increasing financial deficit in the area of municipal public education.
