Abstract

The study aims to analyze the Internationalization of Higher Education in Brazil through Capes scholarships in the Education area to study abroad between 1998 and 2020. The number of scholarships granted by Capes and available in Geocapes was used and the data were analyzed through descriptive statistics via SPSS 20.0 software. The results show the increase in the number of institutions and scholarship holders abroad over the years, mainly in the Global North countries, as well as its decline after Science Without Borders program. It is questionable whether Brazil’s current role is to seek to join large research networks or be a protagonist in the development of highly qualified human resources training and research. It is emphasized that the former does not exclude the latter, although the former seems to be much more emphasized, at least in the Brazilian context.
