Abstract

Distance Education involves different times and spaces in pedagogical processes. This results in difficulties in students’ social connection. This article seeks to investigate aspects that constitute and influence isolation and the feeling of not belonging among students enrolled in Higher Education courses. Then, it seeks to design a public policy to address this problem. A literature review was carried out to develop the Ishikawa Diagram, a tool for understanding the problem. Difficulties in connection with teachers, student peers, institutional pedagogical and technical-administrative environment, as well as institutional infrastructure and personal conditions were highlighted. A program was proposed that encourages courses, workshops and clubs with regular activities aimed at social and institutional ties. The Theory of Change, a tool used to plan the program, structured results and impacts and organized indicators for evaluation.
