The objective was to understand the assessment, from the perspective of public school administrators, of the main problems of emergency remote teaching on the teaching-learning process with the suspension of face-to-face classes due to the Covid-19 pandemic. Qualitative and exploratory research was carried out, which considered the answers offered by 172 directors of municipal and state schools in Fortaleza, Ceará, Brazil. Data collection occurred through an online form built on a Google Forms. The Iramuteq software supported the content analysis. From the hierarchical classification, six classes emerged and five categories of analysis were formulated: 1) teachers facing emergency remote teaching; 2) student, family, and school bond; 3) repercussions on the teaching-learning process; 4) desired student attitudes; and 5) measures for the effectiveness of remote learning. For the effectiveness of the teaching-learning process by remote means, several contradictions require overcoming, among them digital exclusion and the lack of training for work mediated with technologies digital information and communication.
