Abstract

This article presents a documental research related to policies for superior Education adopted by the two Fernando Henrique Cardoso’s governments, this material is compared to the same area proposal of Lula’s presidential campaign. The objective is that this analysis can contribute to the attendance of the current government’s politics and to necessary challenge. The sources are two FHC’s proposals: “Hands to the Work, Brazil” (1994) and it “Moves forward, Brazil” (1998) and the plan presented in Lula’s presidential campaign: “Plan of Education: A school of the size of Brazil” (2002). Other source is the text entitled: “Presence of Public University”, that was organized by the Commission of Defense of the Public University, together to the Institute of Advanced Studies (IEA), for request of the Rector of the University of São Paulo, in the beginning of 1998. It intends to make a critical analysis of documents, at the same time that it is supported by political routes that have been taken on the first months of the new government, in way to show ruptures and continuities of proposals.
