This paper presents results of the first phase of the research entitled "An analysis of the instruments that make the evaluation policies implemented by municipal Elementary Schools in the state of Rio de Janeiro which take the organization through cycles - 2009-2010". The research was conducted with funding from CNPq and it covered, at first, only the municipality of Rio de Janeiro and its results are discussed in this text. It discusses the different meanings of the concept of quality in education, the different conceptions of assessment found in the municipal documents and decrees as well as the effervescent context of the transition of municipal management in Rio de Janeiro when it ended, by decree, with the current assessment policy and establishing a new policy on examinations, with a qualifying meritocratic perspective. Furthermore, we present the mapping of municipal nets in the state of Rio de Janeiro which still embrace the cycles as a form of school organization and its relation with the prospect of external assessment and examinations.
