In a European context where educative policies evolve towards co-determination and horizontal and vertical collaboration, this study analyzes the status of the Municipal Departments of Education in Galicia (Spain), considering them a key piece for the development of fundamental educational territorial projects for the future of local educational policies. The study combines quantitative and qualitative data collecting devices, analyzing the work done in thirteen departments identified in Galicia in the 2007-2011 term. The results demonstrate the differences between educational opportunities available to citizens in different municipalities, which makes us ask ourselves about the need to work in a collaborative and organized way for greater optimization of resources and equal opportunities among citizens that ensure the right to education.
