This text questions contemporary disputes concerning sexuality and gender in the discussion of the national, state and municipal Education Plans. We mainly discuss the narrative battles related to the presence of subject matters such as gender equality and sexual diversity in Brazilian education, topics which have recently been disputed in debates and polemics concerning new forms of governing the body and the desire. Taking into consideration Michel Foucault’s notions of government and governmentality, this text proposes a genealogical analysis of what Gayle Rubin has called as “moral panic”, one that begun in Brazil with the Escola sem Homofobia (“School without Homophobia”) program, and its repercussions on the discussions centered on the writing of educational plans.
