Abstract

DONOSO-DIAZ, Sebastián. The new subnational institutionality of Chilean public education and management and challenges for the school system. Educ. Rev. [online]. 2018, vol.34, n.68, pp.29-48. ISSN 1984-0411.  https://doi.org/10.1590/0104-4060.57480.

The institutional crisis of Chilean public education is analyzed from the perspective of its most immediate genesis, the educational reform of 1981 and its impact on the main indicators of internal and external efficiency of public education. This impact has taken it to a very complex position, publicly denounced by the student and social movements of the years 2006 and 2011. Those movements caused a series of transformations and disjunctions not currently addressed in the new law that has been in effect since the beginning of 2018. Despite the mitigations that were made in the system of democracy, the collapse of the system could not be avoided. The law seems not to respond to high expectations for it, accounting for a situation that could lead, in a few years, to a crisis of greater magnitude than the present.
