This paper is a cutout of a doctorate thesis that had as a general objective to analyze the program Bolsa Estágio Formação Docente as “capixaba” state politics focused on non-mandatory internship for the initial formation of teachers. Through the bibliographical and documental analysis, this paper has as an aim of thinking about the context of influence on the creation and implementation of this policy. It has been observed that the creation of the Program goes in the direction of the broader context of the qualification policies of professors, that is characterized by the idea that the quality of education relies on the professor’s figure only and, in this sense, seeks to value the practical context of qualifications, especially the traineeships and the teaching practices. And, in the local context of Espírito Santo state, it is remarkable the influence of the business community in the creation of this policy and the frailties of the curriculums of the initial qualification courses of teachers, mainly concerning the theorical-practical relation and the professional development. After these considerations, it has to be stressed out the importance of the qualification policies such as the Program analyzed, for its possibilities of valorization of the practical contexts and the theorical-practical integration. However, there is the need of a better supervision of the pedagogical activities for the professional development of the future teachers.
