Abstract

SARAIVA, Ana Maria Alves. Professional retention policies for teachers in the Northeast Region: implementation, turnover and regularity. Educ. Rev. [online]. 2023, vol.39, e85942.  Epub Mar 06, 2023. ISSN 1984-0411.  https://doi.org/10.1590/1984-0411.85942.

This article is the result of a post-doctoral research that had as its object of analysis the policies of professional retention of teachers in the Northeast Region of Brazil. These are policies implemented as an action to combat the turnover or absence of teachers in schools located in territories of high social vulnerability or in contexts of difficult access. The main strategy of these policies is the payment of salary bonuses conditioned to the permanence of teachers in these schools. This research aims to identify the context of emergence and implementation of these educational policies in order to better understand them. It considers the effects produced on the indicators of turnover, absence of teachers, as well as those referring to the regularity of the teaching staff. The methodological approach, of a qualitative nature, went through the stages of literature review, document research and data collection from the survey answered by the principals of Prova Brasil, and the indicators of regularity of the teaching staff. The theoretical framework is based on the academic production that problematizes the relationship between education, poverty, and their effects on the teaching work. The analyzes showed that this policy format presents weaknesses by focusing only on the teaching dimension and on the financial bonuses as a reference to face educational inequalities resulting from the lack of teachers.

Keywords : teacher retention policies; teacher turnover; regularity of the teaching staff.
