This article is the result of research on rural peoples in the directive plans of Municipalities in the Metropolitan Region of Curitiba (MRC). The objective is to understand which place the rural peoples and rural territories have in the municipal directive plan. The research has a documentary nature, with centrality in the content analysis of each municipal directive plan. It is based on historical-dialectical materialism to reveal the contradiction in the elaboration of municipal directive plans, whose emphasis is given to the emptied rural of the subjects who are the rural peoples. Therefore, there are social rights which are weakened in the field, among them the educational one. The conclusion is that the countryside and the working subjects who live in it have incipient or absent treatment in the directive plans, which generates impacts on social policies such as education, whose schools have been closed annually in the countryside and have been the agenda of collective state and national struggles.
