The article aimed to understand the constitution of the Modern State and the interrelation with educational policies in Latin America, the case of Brazil, Colombia and Peru; The study was carried out in the light of Gramsci’s cultural-historical epistemology. This approach helped with a view of the totality, especially in the narratives woven in the discourses of the studied corpus, of the superstructure that understands education as one more of the ideological apparatuses of the State in order to preserve one group to the detriment of another from the relations of hegemony, considering the historical time and the eminent movements of class struggles. From an incursion into studies, it became apparent that formal education was not always universal and/or seen as an individual right, it was always of an elitist character, as it marginalized a social stratum of blacks, indigenous and deaf people from school benches. In the case of the Modern State, it presents a relationship of hegemony with the countries of capital, monopolists, with the States of peripheral countries through a developmental project using education and its strategic actions legitimized in educational policies to create a consensus of control of conduct. consistent with liberal and/or neoliberal ideologies. In this context, the IOs are fundamental strategic mechanisms for the implementation of influences on educational policies in Latin America, including educational policies for deaf students.
