This article stems from a research on the relationship between civil society and State, addressing tensions and negotiations between the social movements of rural workers and union structure corresponding to it, formally tied to the state, along the lines of Brazilian union structure. While many other relationships have been observed in this research process, the focus of this work is based primarily on the educational program that covered both the social bases and union leaders, such as sectors of civil society more broadly responsive to popular causes. The narrative is based upon the testimonies of survivors and of the leaders of the historical juncture in the scenario of trade union struggles in Bahia. The documentary sources were mainly the files of the Federation of Agricultural Workers of the State of Bahia, the National Confederation of Agricultural Workers and the Basic Church Communities in the Diocese of Juazeiro, Bom Jesus da Lapa and Vitoria da Conquista as well as the archives of the Pastoral Land Commission in Salvador. The study highlights the impact of actions by social movements, born out of State order, in spite of military control, which helped to raise the structure of the rural workers union in Bahia, from a position of indifference to a position of recognition and support of the claims of its social bases.
