This article aims to make some reflections on the joint proposal of the Ministry of Health and Ministry of Labor to organize Solidarity Economy ventures with mental patients, users of alcohol and other drugs. The analysis assumes that effective inclusion is only possible through the work, a basic category of society. It discuss the citizenship of the population showing how fundamental is the work to our society, setting up, from this way, with a educative principle by excellence. So, the proposal in question is a quest how put to the university incubators solidarity enterprises and this come been realized, with a incipient form, by some of them.
