Abstract

The article analyzes the view of public school directors of the State of São Paulo on public policies and legal determinations at the federal level. It focuses on school-state and school-community relations, in order to identify the predominance of typical elements of forms of bureaucratic, managerial and emancipatory management. It comes from qualitative research, carried out through a questionnaire applied to sixty-five directors. The results show that the bureaucratic form remains vigorous, mainly regarding the verticalism of decisions, markedly in school-state relations, while in school-community relations there are managerial traits. There is, therefore, an area of ​​intersection between the strong principles of bureaucracy and the weak principles of managerialism. The principles of the emancipatory form of management were not explicitly revealed in the data, although it is admitted that the presence of the participation in the managerial form can constitute a germ of the emancipatory form.
