Based on the writing of a training memorandum by seven Brazilian and five Portuguese teachers, it was sought to create a way of articulating the teaching perceptions and the public policies of the area with regard to continuous training. The general objective of the research was to identify the perception of teachers of Basic Education in the public network in Brazil and Portugal, on the development and implementation of the ongoing training project that they are experiencing. The data collected were analyzed using the Content Analysis technique, in order to establish the relationship between the formation and construction of the professional identity and to discuss the public training policies currently in force in Brazil and Portugal. The results indicate that both in Brazil and in Portugal there is a commitment by the public sector to attend to the demand for continuing education of teachers, but apparently it is not reaching the teaching class in an effective way. There is discontent among teachers with the training offered and discouragement in seeking alternatives. This fact has interfered in the constitution and development of the professional identity of the teachers. It is worth noting that Portugal is implementing a great change from the Flexibility and Curricular Autonomy Program, which may be indicative of Brazilian public policies, but which still requires many analyzes and considerations.
