The present paper discusses the political conceptions of the sanitation and education campaigns destined to the backlands regions and rural zones of Bahia implemented, respectively, by the Pro-Sanitation League instituted in 1918 and the National Campaign of Rural Education in 1952. It examine concepts of sanitation, rural education and instruction, used by the latter as strategies for modifying rural dwellers ways of living and producing to insert them in the context of 1950 in the national and international markets. The research used the bibliographic production of Neiva and Penna (1999), Penna (1923), Santos (1985, 1998), Williams (1989), Brito (1999), Lima and Hochman (2000), Hochman and Armus, Stepan (2004), Hochman (2005), Mariani (1957), Hall (1950a, 1950b), Souza (2009), Monarcha (2009) and Ramos (2017), as well as articles and reports published in RCNER magazine whose purposes were to moralize and civilize rural dwellers for the development of Bahia
