This text intends to present the data produced in a Doctorate program research in Education that aimed to understand the process of implementing the Proinfância Program in a municipality of Minas Gerais. The theoretical-methodological basis adopted was grounded on Mikhail Bakhtin’s circle perspective in dialogue with the policy cycle approach proposal, developed by the English sociologist Stephen Ball and collaborators. Public policies in the field of Early Childhood Education and the authors who analyze them were also an essential theoretical parameter in the construction of the work path. Bibliographic research, document analysis, and interviews were the methodological instruments of choice. The effects of the Proinfância Program implementing process indicate a dual, fragmented, and focused municipal Early Childhood Education policy when establishing an agreement policy for the management of daycare centers via the third sector. Although the Program has brought an expansion of openings in daycare centers and, in a way, an improvement in infrastructure, it has resulted in extreme inequality in the Early Childhood Education provision conditions in the municipality.
