The text analyses how the different forms of internal organization and external intervention of the Movement of Populations Affected by Dam Constructions in the Uruguay River Basin, over the period studied (1978-1990), reflect the political and educational action of the popular education agents who were active with the rural movement leaderships. This is seen in three distinct phases: the pastoral agents of the popular Church, inspired in Liberation Theology. the union schools that disseminated the model of organization and conflict of "combative unionism". and "technical formation" taken on by specialized assessors, emphasizing the fight in favor of immediate necessities and for "a better life".
