The study proposes to show that the central objective of education policies, equality in education, contrasts with its effective results: social inequality. The basis of these social disparities is the actual Revista Brasileira de Educação division that exists in society and which usually relates to class, gender and ethnic issues. Social differences are of two kinds: inter territorial and intra territorial. On a supra national plane, the inter territorial inequalities depend on the international division of labor and, on the national plane, on the geographical and historic characteristics of the country, and. in a special way, on the process of  formation and consolidation of the State. The infra territorial ones would refer to the daily life of the individual, and it is in this category that the differences in class, gender and ethnic issues lie.
