This text confronts Burton Clark's metaphor in which universities are portrayed as organized anarchy with the taylorist concept of Brazilian legislation about higher learning added to the new statutes of the Federal University of Minas Gerais (UFMG). The author finds in this an adequate guideline for transforming the Brazilian university - by overcoming antithetical stands.
