The text discusses the results of a research into the work of local government regarding the offer of adult and youth education (AYE). It investigates the action in the field of AYE of 66 municipalities within six metropolitan regions with the objective of measuring the impact of two contradictory movements on the offer of public municipal education over the last 15 years: on the one hand, the formal conquest of the right of this population to access public schooling as established in the 1988 Constitution; on the other, the limits of the expansion of this offer, conditioned by the restrictions of a financial nature caused by the implementation of the Fundo de Desenvolvimento do Ensino Fundamental e Valorização do Magistério (FUNDEF). The results indicate that only a small portion of the potential demand has been met by the municipalities. The offer of AYE ends up occurring on a case to case basis as a result of the dynamics between the political commitment of the public authority, the availability of financial resources and public pressure. The research also concludes that there is no system that meets demands which could guarantee the continuity of studies for youths and adults, nor is there a national standard for this service, in spite of the growing institutionalisation of AYE within the education networks over the last years. The growing institutionalisation of AYE within the municipal networks is accompanied by a strong tension between a more flexible concept of the curriculum, which is close to the tradition of popular education, and the school tradition of the regular education systems.
