With the imminence of the process of implanting the Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) in the whole country, a question remains for those who, as the author of this study, were directly involved in the development of the now extinct Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF). What, after all, did its implementation represent for the public education systems during its first five years of existence? With this question as our guide, this article analyses how FUNDEF was implemented in Brazil, and in greater detail, in the State of Rio de Janeiro, privileging a little explored focus, that of the point of view of the cities, or "outsiders", which conceded resources to the fund. To that end, the Brazilian State is conceived, in its essence, as patrimonial, committed, circumstantially, to the adoption of neoliberal precepts, through which it regulates society by means of public policies, among other mechanisms. Such combination would constitute one of the reasons for its locus on the periphery of the globalised economic order, making it a stage for deep contradictions.
