The article deals with educational policies in Portugal in four areas: in network organization, administration and management; in institutional and learning assessment; participation (access/success) in education; and in education for citizenship and democratic coexistence. After underscoring elements of globalization and the role of State in the processes of regulation and reform of educational policies, it was sought to emphasize tendencies of a decade (2007-2017) in the aforementioned areas. The study reveals ambivalent tendencies that stand out for their sometimes managerialist and sometimes democratizing character, making hybridity relations visible between global and local propositions in the conduct of the policies under analysis.
