Abstract

The group of information here presented are the results of interviews carried out during the autumn of 1995 in the Province of Quebec - Canada with fifteen members of the health and social work network, which covers provincial , regional and local areas. Our interest was directed basically to the planning and organization of the services in Perinatalogy and mainly to the prevention of deficiencies (focus on primary and secundary prevention) of prematurity and low birth weight (P/LBW), which are prioritized by the policies and action plans of the Quebec government. A global analysis of the results shows that, in all areas, the Ministerial Directions reinforced the importance of interventions in the domain of perinatalogy and P/LBW. Nevertheless, obstacles related to job organization, such as lack of resources (human, physical and financial), and their disparity from an establishment to another, the existence of a parallel and competitive system between medical and social care, etc, restrain the update of the various prior strategies of intervention announced in the several documents. At the time this study was done, the services in Perinatalogy were being totally revised in Quebec region in order to recover the necessities concerning jobs and the set up of a more operational way of the linkings among the various factors implicated in the jobs' offer.
