The goal of this study consists of putting up a program for graduating teachers in physical education who deal with deaf students in the fundamental teaching in public schools to improve knowledge about adapted physical education, through both theoretical and practical elements which allow a responsible and efficient service, minimizing the limits and obstacles for the inclusivist movement at school. The methodology used in this investigation is inserted in the focus of a qualitative research, having a positive and descriptive type, using the observation of the teacher’s pedagogical practices and his work conditions, as well as interviews with teachers, trying to find out the knowledge level for the work with students having specific necessities. The analysis of contents was used in the data treatment and it was found a lack of preparation of the teachers as well as insufficient physical and material conditions for the development of the process teaching-learning and also lack of a consistent public policy for the development of special education. Taking into consideration the teachers learning necessities on how to cope with educational lacks for special pupils verified, it was made a formation program for these physical education teachers based on Vigotsky´s social and cultural focus and on the concept of the reflexive teacher that may face the complexity pointing out the quality when assisting students with special necessities.
