Rev. bras. educ. espec. [online]. 2009, vol.15, n.02, pp.219-232. ISSN 1413-6538.

Currently, discussions related to the building of an inclusive society, i.e., sensitive to diversities, have been occurring in many countries. According to the principles of social inclusion, the participation in society of people with disabilities depends on profound changes, and requires that society provide the necessary support so as to guarantee accessibility to all resources available in the social environment and also to living conditions that do not exclude them. In this sense, an important issue is the development of employment policies for people with disabilities. Even though employment accessibility is considered one of the most important civil rights for the individual, people with disabilities still find many barriers when they attempt to enter the labor market. Based on these arguments, this paper aimed to discuss some of the main aspects related to employment policies adopted in the United States, the European Union and Brazil to enable people with disabilities to participate in the labor market. Three official documents, one Brazilian and two others from the United States and the European Union, were analyzed according to: a) year of publication; b); objectives; c) definitions of disability; and d) strategies for inserting people with disabilities in the labor market. The analysis showed advances as well as different positions in employment policies and it also showed that policies are different depending on the characteristics of each context; however, there is a common interest in guaranteeing employment opportunities for people with disabilities.
